Scottish survivor groups encourage all survivors of abuse in care to take part in a milestone consultation which closes on 17th November 2017. Survivor groups in Scotland have called on all survivors of abuse in care to take part in this important consultation, which will allow individuals to share their views on a possible financial redress scheme for the first time. Former Boys and Girls Abused in Quarriers fully support this consultation, which was put together in partnership with other victims/survivors groups, the Scottish Human Rights Commission, CELCIS, the Scottish Government and others.

The consultation is open to all victims/survivors of historical abuse in care as defined by the terms of reference of the Scottish Child Abuse Inquiry and is available online here.


PDF Document FBGA, in conjunction with the Interaction Review Group and CELCIS, have been involved in compiling a questionaire, and have circulated it to victims/survivors of in care abuse via Drummond Miller our legal representatives to the Scottish Child Abuse Inquiry.

As was highlighted when we gave evidence to the inquiry recently, we have also submitted a proposal paper to the Interaction Review Group for a tariff-based redress and financial compensation scheme. This is our preferred option being based on the individual merits of each case and the personal experience of the victims/survivors (PDF format).


PDF Document CELCIS are running a consultation to find out what victims/survivors of abuse in care think about various options for a potential financial compensation/redress scheme for individuals who experienced any form of abuse in care in Scotland.

If a financial compensation/redress scheme is set up, it may provide victims/survivors of abuse in care with an alternative way to seek justice and compensation. It may also provide tangible recognition of the harm caused to individuals. The consultation is open from 4 September 2017 to 17 November 2017.

PDF Document The Scottish Human Rights Commission and CELCIS have now published the proposed "InterAction on Historical Abuse of Children in Care - Action Plan". We would kindly request that everyone with an interest in seeking equitable remedies, resolutions and positive outcomes in resolving the Scottish historical abuse issues, take the time to study and read these proposals, especially former residents and their families directly affected by historical abuse issues. Please find attached the Action Plan, an invitation letter asking for responses to the Action Plan by 22nd January 2014 and a response form. PDF Document The Scottish Human Rights Commission (SHRC) and the Centre for Excellence for Looked After Children in Scotland (CELCIS) co-hosted their 2nd InterAction day event on the 20th June 2013. This was to discuss the four elements of "Acknowledgement and Apology", "Reparation", "Inquiry" and "Access to Justice". Please find attached the programme for the day. This event was a follow-up to the mini interactions and the victims-survivors event held previously. The 2nd Interaction was attended by a broad spectrum of victims-survivors, including FBGA, INCAS, past and present institutions, religious orders, Catholic Church representatives, Quarriers, Scottish Government and local authorities, a former TTBH Commissioner and many others including current residential employees representation. A draft action plan was proposed which we will highlight on the website in due course with a view to seeking further views and input from former residents and others (PDF format).

This InterAction will be a process where those involved meet together to talk about implementing the Human Rights Framework on historic child abuse. It will involve individuals, groups and organisations including people who spent time in care as children, the agencies that provided services, the staff who worked in them and others involved. The purpose will be to develop an action plan which will outline agreed steps to advance access to justice.

As part of the preparations for the InterAction, the Commission and CELCIS would like to hear your views. Your responses will be kept confidential to CELCIS and the Commission. More information about the InterAction can be found by visiting the dedicated website at www.shrcinteraction.org

The Scottish Human Rights Commission has produced a video outlining how we'll use the Human Rights Framework for the design and implementation of an InterAction on historic child abuse in Scotland.The Commission has produced the framework impartially and independently with input from survivors, experts in historic child abuse and international experts with experience of the national Forums which have already taken place in Ireland and Canada. The CELCIS-SHRC InterAction website went 'live' on Monday 13th of August and can be accessed on www.shrcinteraction.org This website will be regularly updated. Members of the Project Team are currently in the process of having initial preparatory meetings with key stakeholders and we hope to have a questionnaire ready by the end of August for wider distribution. The Scottish Human Rights Commission As part of their work to implement the recommendations of the Human Rights Framework for Justice and Remedies for Historic Child Abuse the Commission plans to hold (an) interaction(s) in 2012 with all of those who have a stake in the issue. The purpose of these interactions is to agree an action plan to implement the recommendations. The Commission is now inviting applications to tender for the preparation of such (an) interaction(s). This will involve risk assessment, preparatory meetings with all constituencies, project planning, and convening of interaction(s). The deadline for applications is 12 noon, 8 February 2012.
